Roland Olivier Patrick BEMBELLY – Lawyer

Roland Olivier Patrick BEMBELLY is an attorney at Cabinet GOMES and is a member of the
Congolese Bar. His practice focuses on labor law, civil law, the law of obligations and OHADA
commercial law in matters relating to litigation.

He has experience in advising clients in the sectors of hydrocarbons and mining, community law of
the merchant marine and business law.

Having been sworn in on April 21, 2000 at the First Chamber of the Paris Court of Appeal, Maître
BEMBELLY, after having been a member of the Paris Bar (2000-2003) and the Bobigny Bar (2003-
2009), joined Cabinet GOMES in 2009.

Since 2009, he has been handling cases in business law, both in litigation and as counsel.
Holder of a doctorate in law obtained in Nanterre in 1999 and of a certificate of aptitude to the
profession of lawyer (CRPA Paris 1999), he obtained after a professional practice in France and in
Congo a Master in Business Law and Taxation at INSEEC in 2015 in order to better serves the clients of Cabinet GOMES.

Author of several publications in law, Mr. Bembelly published in 2015, an Essential of Mining Law,
in 2019 the Code of Hydrocarbons in Congo and recently in 2020 a book on oil subcontracting in
Congo.

He is currently teaching administrative law, mining law and drafting of acts at the National School of Administration in Brazzaville (ENAM).
